The North Carolina Division of Motor Vehicles (DMV) has announced the launch of a new digital driver’s license, allowing residents to carry their permits on their smartphones or any mobile devices. This initiative, part of House Bill 199 signed in July 2024 by then-Governor Roy Cooper, will take effect on July 1, 2025.
This new measure will serve as a complement to the physical version, offering drivers a modern and more secure identification alternative, joining states like California and New York, which have already implemented similar measures.

According to the legislation, the digital version of the driver’s license must include the same data elements as the physical document. However, it can only be linked to the license holder’s mobile device, and the holder must have a valid physical license approved by the DMV.

The plan also includes evaluating the necessary processes for updating digital license information, ensuring that drivers can modify details such as their address or date of birth without needing to visit a DMV office. Additionally, data security and confidentiality will be top priorities to prevent unauthorized access or misuse of personal information.
Also, these licenses will help prevent common issues associated with physical documents, such as loss, damage, or forgery. They will also streamline processes by allowing updates without the need for long lines at DMV offices.
What are the requirements to get a digital driver's license?
Everyone can get the new digital driver's license, but only if you fulfil these requirements:
- Valid Physical License: You must have a physical driver’s license approved by the North Carolina DMV.
- Personal Mobile Device: The digital license can only be linked to the applicant’s mobile phone.
- DMV Application: A formal application is required to obtain the digital license as a complement to the physical document.
- Data Consistency: The digital version will include the same information as the physical license (name, address, date of birth, etc.).
- Information Updates: If you need to update personal details, such as your address, you must follow the DMV’s established procedures.
- Device Security: It is essential to ensure that your phone has security measures, such as a password or biometric authentication, to protect the license information.
